Gabriel is the General Director of the Hanoar Hatzioni World Youth Movement. In the past he served as Director of the Latin American Department, Worldwide Hanoar Hatzioni; Supervisor of the Shlichim in Latin America; Lecturer of History of Israel in the Machon LeMadrichim, Jerusalem, Jewish Agency for Israel.

He has a BA in Political Science and Media, Bar Ilan University. He also studied law in the Republica Uruguay University.
